• Ownership of real estate in Mecca and Medina will be subject to special requirements in accordance with the new system

• The Real Estate Authority proposes the geographical areas allowed for non-Saudi ownership, especially in Riyadh and Jeddah

• The executive regulations will be submitted in a survey within 180 days of the publication of the decision

• The system will enter into force in January 2026
